David Richard Haley, a long time civic leader in the City of Lockport, passed away on September 5, 2011 after a short illness at Hospice House under the loving care of his family and Niagara Hospice. He was 82. David was born November 1, 1928 in Lockport, the son of Walter W. and Agnes (Donnelly) Haley. He served in the US Army during the Korean Conflict from 1950-1952 at the Walter Reed Hospital, and the 11th Field Hospital in Munich, Germany. A graduate of Lockport Senior High School, and Salem College in West Virginia where David was named to the Little All American Basketball Team, he held a Masters in Science Education Degree from the University of Buffalo. Dave was a high school science teacher for 16 years. He taught Regents Chemistry and Physics at Newfane High School and Accelerated Chemistry at Lockport High School for six summer sessions. In 1973, Dave was appointed Superintendent of the Wastewater Treatment Plant in Lockport. He was the recipient of two awards for excellence in wastewater treatment operations: the 1977 Uhl T. Mann Award from the NYS Water Pollution Control Association; and the 1978 William D. Hatfield Award from the Federal Water Pollution Control Association. He was later appointed the Commissioner of Public Works in Lockport, a role in which Dave served from 1985 to 1990. Dave served as a City Councilman in the Fourth Ward from 1964-71 and served as the President of the Lockport Common Council in 1971. A standout athlete and avid sportsman, Dave enjoyed basketball, baseball and tennis. He was the City of Lockport Tennis Singles champion for several years in the late 1940's. In his retirement Dave was a man of many interests such as he enjoyed golfing at Oak Run, gardening, woodworking, was an avid reader and spending time with his grandchildren. Dave was a member of the Ancient Order of Hibernians and a life member of St. Patrick's Church where he was the former parish council president, served as a lector and belonged to the St. Patrick&amp;#39;s Holy Name Society. Dave is survived by his wife of 55 years, Rita J (Judge) Haley; four daughters Kathleen (John) Hargather of Charlotte, NC, Sheila Lawrence of Lockport, Susan Smith of Lockport and Maureen (Jeff) Denler of Bradenton FL; seven grandchildren: Michael and Matthew Hargather; Katelyn and Sean Smith; Hannah and Luke Lawrence; and Alex Denler. He is also survived by his sister Jule (late Robert) Callahan; and brother Paul (Mary Lou) Haley. Dave was predeceased by his sister Phyllis (late Garland) Reese. He is also survived by several nieces, nephews and friend Michael Lawrence. It was Dave&amp;#39;s wish to that his body be donated to the Anatomical Gift Program at the University of Buffalo. There will be no prior visitation.
